Recommendation Concerning an Appeal for Human Rights Relief for the Treatment of an Inmate with Gender Identity Disorder in a Penal Institution

This Recommendation was sent to the Director of the Shizuoka Prison and the Director of the Tokyo Detention House.

 

The ways the Shizuoka Prison and the Tokyo Detention House have treated the appellant who has gender identity disorder, (who was diagnosed with gender identity disorder prior to detention but has not undergone gender reassignment surgery), were against the gender identity recognized by the appellant and violated her human rights. The Japan Federation of Bar Associations recommended that both institutions should deepen their understanding of gender identity disorder and treat the appellant with respect with regards to her gender identity.
