The Japan Federation of Bar Associations (“JFBA”) compiled an opinion paper, “Opinion Opposing the Discharge to the Sea to Manage Contaminated Water and Treated Water Generated by the Fukushima Daiichi Nuclear Power Plant Accident” dated January 20, 2022, and submitted it on June 26, 2022 to the Prime Minister; the Minister of Environment; and the Chairman of the Nuclear Regulation Authority.

Summary of Opinion

With regard to managing the contaminated water and treated water generated at the Tokyo Electric Power Company’s Fukushima Daiichi Nuclear Power Plant, the Japan Federation of Bar Associations expresses its opposition to the discharge to the sea, and calls for the Government and Tokyo Electric Power Company Holdings to investigate the possibility of approaches other than discharging to the sea.
