京都環境会議中での会長声明…in Kyoto environment problems

日本弁護士連合会はかねてより、公害・環境問題が重大な人権問題であるとの認識のもとに、様々な調査、研究、提言を行ってきた。


地球温暖化の問題は21世紀に生きる世代の生命、健康に深刻な影響を与えるものであり、その対策の遅れは将来に大きな禍根を残すことになる。


12月1日から行われている京都会議は、気候変動枠組条約を実効性あらしめるため、法的拘束力を持つ議定書に、温室効果ガスの具体的削減の数値目標を盛り込むことを目指すもので、この問題に対する解決の道をさぐる極めて重要かつ有効な機会といえる。


しかるに現状は、議長国である日本を含め、いわゆる付属書I国の殆どが、自国の利益や経済発展にとらわれた議論に終始し、その結果、会期をあと3日を残すばかりの今日に至るも具体的な数値目標の合意に至っていない。


当連合会は、日本政府を含む付属書I国の全政府に対し、21世紀に生きる人類への責任を果たすべく、今こそ人類の英知をもって高い削減目標での合意を決断するよう求めるものである。

Stricter and concrete reduction target needed to protect human rights and future generations Japanese Lawyers insist

JFBA president statement December 8,1997


Japan Federation of Bar Associations, JFBA, has made a wide range of researches, studies and proposals on environmental problems from view points of which environmental damages are serious human rights issues.


Global warming will seriously threaten lives and health of future generations of 21 century.


Therefore, the delay to take appropriate policies and measures will bring us a great regret. The main aim of the Kyoto Conference being held since December 1 is to adopt aprotocol which contains a concrete, legal binding reduction target of GHGs to strengthen FCCC.


Thus, the Kyoto Conference is crucial opportunity to solve the problem.


The Annex 1 countries including Japan, however, are still pursuing their own national interests and economic growth, which has bought no concrete reduction target even today, when only three days are left.


JFBA demands that all the government of the Annex 1 countries including Japan should make their utmost effots with wisdom and prudence to reach a stricter reduction target in order to fulfill the responsibility to human kind of 21 century.

(for reference) Japan Federation of Bar Associations, JFBA, is a compulsory body of all practicing lawyers in Japan.


Under Practicing Lawyers Act, Japanese practicing lawyers are required to promote social justice and protect basic human rights. Based on the requirement, JFBA set up several committees related to human rights issues.


One of those committees is the Special Committee on Pollution Measures and Environment Conservation formed in 1969, when Japanwas facing very serious pollution problems.


The committee has been involved in global environmental problems including global warming as well as domestic pollutions such as air pollution, water pollution, waste treatment,nature conservation.


In line with this, last year, JFBA set up a special committeer for COP3.


JFBA released `JFBA Proposal to arrest global warming problem` this August.


In the proposal, JFBA claims a 20% reduction of CO2 emissions by 2010.
