The Japan Federation of Bar Associations (JFBA) welcomed 21 delegations of the Korean Bar Association (KBA) headed by the KBA President Ki-Heung Chun to Tokyo and hosted the Exchange Conference from September 1 to 2, 2006. The Exchange Conference between the KBA and the JFBA has been held annually since 1987 and this year marked the 20th anniversary.
On the first day, the KBA delegations separated into two groups
and the first group visited law offices in Tokyo to research
the realities of Gaikokuho-Jimu-Bengoshi (registered
foreign lawyers). The other group visited the Graduate School
of Law, the Waseda University, and learned about the actual
situation of the law school. The JFBA hosted a dinner party
at a Japanese traditional roofed pleasure boat.
On the second day, the KBA and the JFBA exchanged information and opinions on "Electronic Recording of Interrogations", "Regulations and Supervision (Control) for the Foreign Legal Consultant (Registered Foreign Lawyers)", and "Law School System". Differing from the situation in Japan, Korea has already introduced, on a trial basis, the electronic recording of interrogations, and it is considering amending related laws to institutionalize this system. In addition, defense counsel is allowed to attend at interrogations in Korea. Regarding the regulations and supervision for foreign lawyers, the KBA has high interests in the Japanese system as the Korean government is currently preparing a bill on foreign lawyers.
The JFBA believes that the exchange of information between bar associations in Korea and Japan which have different legal systems certainly contribute the improvement of the judicial systems in both countries. |
